    One action can be enabled or disabled. Return true when it is enabled.
    Syntax

)

    Parameters

    strActionName
    The name of this action
    actionContext
    The calling context

    Return Value

    true: The return action is enabled.
    Remarks
    This function is called often and should work efficiently .
